Deputies pay tribute to 80 years of the Paraná State Department of Agriculture

The Assembly highlighted the organization's trajectory in favor of food production, agricultural competitiveness and the state's development.


State deputies paid tribute to the Paraná State Department of Agriculture and Supply (SEAB) for its 80th anniversary. The formal session was held on Tuesday, the 3rd.

The honor was in recognition of the continued promotion of a sustainable supply of healthy and safe food, as well as the production of research, innovation and entrepreneurship.

A Legislative Assembly of the State of Paraná (ALEP) highlighted the organization's trajectory in favor of food production, agricultural competitiveness and the state's development. The sector is an economic driver.

The proposal came from the coordinator of the Parliamentary Front for Agroecology and Solidarity Economy, deputy Professor Lemos (PT); the president of the Legislative Assembly, deputy Ademar Luiz Traiano (PSD); the first secretary, deputy Alexandre Curi (PSD); the president of the Education Committee and leader of the Government, deputy Hussein Bakri (PSD); the president of the Agriculture, Livestock, Supply and Rural Development Committee, deputy Anibelli Neto (MDB); and the leader of the Thematic Parliamentary Bloc for Agriculture, deputy Luciana Rafagnin (PT).

“Agriculture and livestock farming have a very large impact on Paraná’s GDP,” Professor Lemos highlighted. “It encompasses several agencies, including research, technical assistance, infrastructure, inspection, among others.”

Hussein Bakri (PSD) highlighted that the tribute brought together representatives of different backgrounds. “Paraná is experiencing a period of development, largely due to a strong, technical and well-structured Agriculture Department, delivering results for the population.”

The agency works on all demands in the field, including work inside the farm gate, inspection and health. And it seeks structural improvements, such as in energy and roads.

The agricultural chain is served by the Department of Agriculture, as well as by the diverse network of cooperatives, and also by family farming, which represents 80% of the properties.

The Secretary of State for Agriculture and Supply, Natalino Avance de Souza, endorsed the importance of recognition and emphasized the role of the civil servants who build this history.

He also mentioned some of Paraná’s differences. “We have a very strong group of cooperatives that help make a difference. We have two very active agricultural federations, active unions, active cooperatives. And the government has very good relationships,” he stressed.

Despite the small territory compared to other states, the secretary listed the highlights of Paraná:

  • second largest corn producer;
  • first national chicken producer;
  • second pig producer;
  • largest producer of freshwater fish.

Eight decades of agriculture

The Paraná State Department of Agriculture and Supply turned 80 on September 18. On that date, in 1944, federal interventor Manoel Ribas signed Decree-Law No. 251, creating the sector that covered this segment.

The first secretary was the agricultural engineer Manoel Carneiro Albuquerque Filho, who transferred to Paraná at the invitation of then president Getúlio Vargas to take on the role until the end of 1945. Another 44 secretaries followed.

Agriculture has 367 permanent employees, 62 outsourced administrative technicians and another 51 collaborators. The structure includes the support of seven interns and 30 technical residents.

Three institutions are linked to SEAB: Paraná Supply Centers (Ceasa), Agricultural Defense Agency (Adapar) and Paraná Rural Development Institute – Iapar-Emater (IDR-Paraná).
