Itaipu as a link for cooperation between Brazil and Paraguay

Sister nations must move towards convergence, not nurture differences.


Presidents of the National Congresses of Brazil and Paraguay, Davi Alcolumbre and Basilio Núñez, met in one of the most symbolic spaces for integration: the binational territory of Itaipu. The meeting echoed the spirit of integration that has historically marked the two countries, but which has been shaken recently.

The authorities in Asunción reacted, not without reason, to the accusation that they had been spied on by Brazilian eavesdropping. The illegal monitoring, as claimed by the Itamaraty, took place during the government of former president Jair Bolsonaro, in 2022, and was ended by the Lula administration, when it became known.

The meeting between Alcolumbre and Núñez is a sign of interest in deflating the wound. In addition to the partnership in multiple dimensions and the ties that unite Brazil and Paraguay, the current agenda is the review of Annex C of the Itaipu Treaty, provided for in the agreements 50 years ago that led to the construction of the plant and which will be submitted to the legislative houses.

The senators were received by the company's general directors, Enio Verri and Justo Zacarías Irún. Itaipu, from the Paraguayan side, made it known that the agenda included the item in Annex C. And it was up to Núñez to establish that Paraguay and Brazil, as sister republics, should aim for similarities, not nurture differences.

“Hence the importance of reviewing Annex C, once the High Parties define an agreement that is as equitable and fair as possible for both nations,” he said. “This must then be forwarded to Parliament for review and approval,” added the president of the Paraguayan Senate.

Annex C is the document that establishes the financial bases for the operation of Itaipu, subject to review after payment of 100% of the debt for the construction of the plant, which occurred in 2023. The non-completion of this chapter of the treaty does not affect operations, projects and dividends, according to the management of the binational company.

For the Brazilian government, the priority is lower energy tariffs. Thus, balance and respect for the historical friendship are the key to the agreement and at least another 50 years of cordial relations.
